ANNEX A

TECHNICAL SPECIFICATIONS

  

A1. Mandatory General Specifications for All Products

  

All Products, under all Categories and Sub-Categories must meet or exceed the following Mandatory General Specifications:

a. All Products must meet or exceed the minimum specifications for the Category and Sub-Category.

b. All Products must support the bilingual (English & French) capabilities of all IBM and IBM-compatible microcomputer software. Products may also support Apple/Macintosh computers.

c. The Products must be fully operational in a normal office environment at normal room temperature, and be capable of meeting the yield volume and level of service requirements listed in these Technical Specifications

d. A user manual must be supplied with each Product in the format requested at time of order: printed hard copy, CD-ROM, or downloadable from the Internet. The user manual must define all functions and include complete instructions for the operation of the product and include documentation regarding power and environmental or site preparation requirements; documentation for diagnostics and power-on self test; software and hardware installation and configuration instructions; and packaging instructions for shipping or transporting.

e. All Products must:

(i) be certified by the Canadian Standards Association (CSA) or Underwriters Laboratory Canadian equivalent (ULC) or Underwriters Laboratory Inc. (ULI) in accordance with the requirements of the Canadian Electrical Code, Part I;

(ii) be certified by the manufacturer as complying with the Class A or B limits for radio noise emissions from digital apparatus set out in the Interference Causing Equipment Standard (ICES-003) of Industry Canada, or US FCC Class A or B equivalent emission limits for digital apparatus as set in the Radio Interference Regulations;

(iii) be Energy Star qualified at the time of product acceptance. The vendor must ship all products with the Energy Star low-power feature activated or enabled; and

(iv) be manufactured in facilities that are both ISO 9001:2000 and ISO 14001 certified.

f. All Products must be equipped with an alarm or indicator, either hardware or software, to alert the user when the Product is out of paper or there is a document misfeed.

  

g. The Offeror for all Products must currently promote recycling through an established and ongoing consumables container recycling program as per the following:

  

For all locations in Canada covered by this NMSO where consumables containers cannot be recycled through local blue-box recycling programs, the Offeror must provide its own consumables recycling program by either:

i.         providing prepaid, postage-return packaging with the consumable when it is originally delivered, or available for download from the manufacturers website; OR

ii.        picking up used consumables containers at no charge.

Category 1.0 Wide Format Inkjet Printers for Graphics Applications

  

All printers offered must:

-  produce output from normal and complex wide format graphics applications.

-  support Windows and Mac operating system platforms. Drivers for each should be able to be used with any applications that can print to spooler within the given operating system. Drivers shall be supplied for Win2000, WinXP, Win2003 server, and Mac OS 9.1 or later, x and 10.2 or later. Drivers should also support network printing over Novell network 4.2, 5.1, 6.0 and 6.5.

-  produce true 1200 x 1200 dpi resolution.

-  come equipped with pigmented, dye, or eco-solvent type ink.

-  come equipped with a minimum of 4 separate inks.

-  have separate reservoirs for each of the colours.

-  have user replaceable print heads if routine head replacement is required.

-  have the ability to update the device via firmware.

-  include a USB 2.0 high speed port as a standard connectivity interface with the ability to add a 10/100 base - Ethernet port (via industry standard RJ-45 jack) as an optional interface.

Category 2.0 Wide Format Inkjet Printers for Engineering Applications

  

All printers offered must:

-  utilize colour ink jet imaging technology.

-  come equipped with a minimum of 4 separate inks.

-  have separate reservoirs for each of the colours.

-  have user replaceable print heads if routine print head replacement is required.

-  include a cutter able to cut all roll-fed media.

-  operate with various plotter media including recycled, economy and premium bond, and photo media.

-  include floor stand and catch basket or take-up roll.

-  produce output from normal and complex wide format engineering applications.

-  support Windows and Mac operating system platforms. Drivers for each should be able to be used with any applications that can print to spooler within the given operating system. Drivers compatible with current versions of Autodesk AutoCAD shall be supplied for Win2000, WinXP, Win2003 server, and Mac OS 9.1 or later, x and 10.2 or later. Drivers should also support network printing over Novell network 4.2, 5.1, 6.0 and 6.5.

-  produce true 600 x 600 dpi resolution

-  have the ability to update the device via firmware

-  include a network connection, either with a direct 10/100 Ethernet Port and/or a USB 2.0 high speed port including a standard RJ-45 jack, as a standard connectivity interface.

-  operate with various plotter media including recycled, economy and premium bond, and photo media.

-  have a minimum of 192 MB RAM.

-  include a USB 2.0 high speed port as a standard connectivity interface with the ability to add a 10/100 base - Ethernet port (via industry standard RJ-45 jack) as an optional interface.

Sub-Category 3.1 Wide Format LED -Low print volume (0-30,000 sqft/mth at 4 D size/Min)

All printers offered must:

-  The wide format printer must be capable of handling a print volume of up to 30,000 sqft/month at a peak monthly volume

-  Must be capable of a rated print speed of at least 4 D size/min

-  Must be capable of a rated print speed of at least 8 D size/min

-  Must come configured with a minimum two roll configuration and include the option for 3 or 4 rolls.

  

Category 4.0 Wide Format Scanners for Engineering Applications

  

All scanners offered must:

-  scan output from normal and complex wide format engineering and graphics applications.

-  support Windows and Apple platforms. Drivers shall be supplied for Win2000, WinXP, Win2003 server, and Mac OS 9.1 or later, x and 10.2 or later. Drivers should also support network scanning over Novell network 4.2, 5.1, 6.0 and 6.5.

-  have the ability to update the device via firmware

-  not exceed an operational noise of 80dB, and a standby noise of 60dB.

-  include floor stand and catch basket.

-  operate with various plotter media including economy and premium bond, and photo media

-  include a USB 2.0 high speed port and a 10/100 base - Ethernet port (via industry standard RJ-45 jack) as standard connectivity interfaces.

-  be capable of 400dpi optical colour and monochrome scanner resolution.

-  scan at a speed of at least 3.0 per second (E Size) in 8 bit graytone.

-  scan at a speed of at least 1.5 per second (E Size) in 24 bit colour.

-  include scan to network functionality

-  Must be capable of a rated print speed of at least 4 D size/min

-  Must come configured with a minimum of one roll configuration and include at a minimum the option for two roll configuration

  

Sub-Category 6.2 Wide Format Multifunction Electrophotographic - Medium Print Volume

-  The Multifunction system must be capable of printing a volume of up to 70,000 sqft/month at a peak monthly volume

-  Must be capable of a rated print speed of at least 5D size/min

-  Must come configured with a minimum of two roll configuration

  

Sub-Category 6.3 Wide Format Multifunction Electrophotographic - High Print Volume

-  The Multifunction system must be capable of printing a volume of up to 100,000 sqft/month at a peak monthly volume.

-  Must be capable of a rated print speed of at least 8 D size/min

-  Must come configured with a minimum two roll configuration and include the option for 3 or 4 rolls.

 

 

  

ANNEX I

DEFINITION AND CALCULATION OF VALUE FACTOR

  

I1. DEFINITION OF VALUE FACTOR

Value Factor is the term used in this Standing Offer to define the calculations used to determine the Products offering the best value to the Government of Canada, based on the evaluated price and the benchmark score for that Product. The best Value Factor is the Product with the highest score for Value Factor in accordance with this Annex.

  

The Value Factor will be determined in order to select Offerors for issuance of resulting Standing Offers, to determine the applicable Call-up Limitation, and to determine the "Active Offerors" during each two-month period following a downward price revision.

  

The Value Factor for each Wide Format Printer and Wide Format Multifunction product will be calculated based on two elements:

(1) the Evaluated Price (calculated as set out below); and

(2) the total Benchmark Score.

The Value Factor for Category 4.0 Wide Format Scanners will be calculated based on the Evaluated Price only (calculated as set out below).

The best Value Factor determined at the time of a Call-up may depend on the exact configuration required to meet the Identified Users requirements. If substantial reconfiguration is required, a recalculation of the Value Factors will be completed for the specific requirement.

  

I2. STEP 1 - CALCULATION OF EVALUATED PRICE

Within each Printer and Multifunction Sub-Category the Evaluated Price per unit will be the sum of the following:

  

I2.1 The unit price submitted for the product (including all equipment required for the product to meet the minimum specifications for the Sub-Category), including one full set of initial consumables, user manuals, configuration, delivery, and the provision of one-year of Warranty Services.

I2.2 Overage calculation: If an Offeror is not offering unlimited square foot yield in their unit price for the Warranty Services, an overage calculation of 5% of the yield in Column D of the Yield Evaluation Grid will be calculated. (See Example 1, 12 Month Overage Calculation)

I2.3 The unit price submitted for the installation of the product at final destination.

I2.4 The Imaging Consumables Cost Factor (the total cost of imaging consumables, other than media/paper, to produce a specified number of prints or scans, at a specified page coverage). This will be evaluated using the number of square feet indicated in Column E of the Yield Evaluation Grid. These yields are based on client reports of estimated average 48 month (4 years) use. (See Example 3, Consumables Cost Factor Calculation)

  

I2.5 Upgrade to a four (4) year Warranty: This will be evaluated based on the quoted Firm Price plus meter charges if applicable, using the square foot yields of Column E of the Yield Evaluation Grid + 5% overage. (See Example 2, 4 Year Warranty Calculation)
