EQUIPMENT SPECIFICATIONS

 

EQUIPMENT SPECIFICATIONS FOR NEW photocopiers/MFDs

A 1.0    Mandatory GENERAL Specifications

All photocopiers/MFDs offered, under all sub-categories, must meet or exceed the following Mandatory General Specifications:

A 1.1    All photocopiers/MFDs offered must use digital electrophotographic printing technology, stationary printhead inkjet printing technology, solid ink printing technology, or equivalent, to produce output from normal and complex office automation applications such as word processing, spreadsheets, graphics, and a combination of text and graphics on the same page.

A 1.2    NMSO configuration multifunction devices must be configured as a network printer with walk-up photocopier capabilities, able to produce multiple prints from both the document feeder and the platen. All NMSO configuration MFDs must offer an Ethernet connection port and the capacity to add or substitute at least one of the following: parallel, serial, AppleTalk, Token Ring, USB, Bluetooth or 802.11b wireless LAN.

A 1.3    All photocopiers/MFDs must be capable of double-sided printing and copying from all required paper input sources and in all required paper sizes. The photocopier/MFDs must be set either at the factory or when delivered to the Identified User, to default to print doubled-sided and to make two sided copies from single sided originals (Default Duplex). If the Identified User does not wish, for operational reasons, to have the device default to duplex either for print or for photocopying, the Offeror (or their Agent or subcontractor) must have the Identified User sign off that they have been offered but have refused this functionality. A list of Identified Users refusing this functionality must be available as a report upon demand by the Standing Offer Authority.

A 1.4    All NMSO configuration MFDs must be able to be controlled via desktop software to manage jobs, queue and device functionality. All NMSO configuration MFDs offered must be equipped with an alarm or indicator through hardware or software to alert the user when the photocopier/MFD is out of paper.

A 1.5    All photocopiers/MFDs offered must be capable of meeting the yield volume and level of service requirements listed herein, in a non-dedicated operator situation, in a minimal attended mode.

A 1.6    All photocopiers/MFDs should fully operational in a normal office environment at normal room temperature. If photocopiers/MFDs require special environmental conditions, the Offeror must clearly indicate this in their submission.

A 1.7    All photocopiers/MFDs offered must operate with 8 1/2" X 11" plain paper normally used in office correspondence such as 20 pound, # 7 bond, 75grams/m², plain offset stock, or pre-printed letterhead sheets as well as with any other sizes of paper stipulated in the sub-category specifications.

A 1.8    If facsimile capability is offered, it must comply with CCITT G3 standards. The fax subsystem must be separate from the printing and photocopying subsystems so as to not allow communication with the printing and photocopying subsystem through the fax line.

A 1.9    All photocopiers/MFDs offered must be certified by the manufacturer as complying with Class A or Class B limits for radio noise emissions from digital apparatus set out in the Industry Canada Interference Causing Equipment Standard (ICES-003) definition or US FCC Class A or Class B equivalent emission limits for digital apparatus as set in the Radio Interference Regulations.

A 1.10   All photocopiers/MFDs offered must support bilingual (English & French) capabilities for the full character set including upper and lower case accents, scientific graphics, and special bit generated characters. All photocopiers/MFDs must be able to support the bilingual (English & French) capabilities of all IBM, or compatible microcomputer software.

A 1.11   English and/or French user manuals, as defined in Annex A 4.3, must be supplied with the equipment, defining all functions and including complete instructions for the use of the equipment.

A 1.12.1 Manuals must detail documentation for power, environmental or site preparation requirements; documentation for diagnostics and power-on self test; software and hardware installation and configuration instructions; and packaging instructions for shipping or transporting.

A 1.12.2 Technical manuals must be available for all photocopiers/MFDs offered upon request and will be required during benchmark testing.

 

DESIRABLE AND POINT RATED SPECIFICATIONS
  1. A 1.12   Power Filtering/Power Cleansing

Canada cannot be held responsible for reduced performance by or damage to the photocopier/MFD caused by fluctuations or surges in power that are beyond its control. The Offerer is responsible for providing the appropriate power filtering, or surge suppression device, if required, to protect its equipment from fluctuations and surges in power.

A 1.13   Security Functional Requirements (SFR)
The Offeror will receive a credit in the form of a 2% evaluation reduction against the evaluated price of any product that meets the following Security Functional Requirements in the NMSO configuration. This information will be posted on the IPMG web site.

PWGSC is using the Common Criteria (CC) for Information Technology Security Evaluation (ISO 15408) Version 3.1 dated September 2006 as a basis for its security functional requirements for the Standing Offer.

To achieve the evaluation reduction, the proposed equipment must be certified to at least EAL2 (Evaluation Assurance Level 2) for the following requirements with given CC SFR reference numbers, and meet the “Additional Security Requirements” below. The Target of Evaluation (TOE) must be the photocopier/MFD itself and/or a security kit that is added to the photocopier/MFD as an accessory. If the TOE is an accessory such as a security kit, then this accessory must be included as part of the NMSO configuration of the photocopier/MFD.

a) Residual Information Protection

FDP_RIP.1.1: The TSF (TOE Security Functions) shall ensure that any previous information content of a resource is made unavailable upon the de-allocation of the resource from the following objects: Hard Disk Drive and any other non-volatile storage components.

b) User identification and Authentication

FIA_UID.2.1: The TSF shall require each user to be successfully identified before allowing any other TSF-mediated actions on behalf of that user.

FIA_UAU.2.1 The TSF shall require each user to be successfully authenticated before allowing any other TSF-mediated actions on behalf of that user.

c) Security Audit Data Generation

FAU_GEN.1.1: The TSF shall be able to generate an audit record of the following auditable events: Start-up and shutdown of the audit functions.

FAU_GEN.1.2: The TSF shall record within each audit record at least the following information: Date and time of the event, type of event, subject identity and the outcome (success or failure) of the event.

d) Additional Security Requirements (not required to be EAL certified):

i.) Triple Data Overwrite

Each proposed MFD must have a triple overwrite capability for residual data which must be executed to the Identified User’s satisfaction prior to removal of the hard drive (and any other non-volatile memory components which may contain Identified User’s job data) from the Identified User’s premises, or, alternatively, the hard drive (and other non-volatile storage components) must be surrendered to the Identified User for physical destruction if it is defective or otherwise no longer required for use within the Identified User’s environment.

ii.) Network and Analog Fax Resource Separation

Access to the local or wide area network and data through the fax telephone line/modem interface must not be possible. The fax and and network subsystems must be completely separate.

The Offeror must provide the following information in order to achieve the 2% evaluation reduction:

a) A copy of the related Common Criteria Security Target (ST) document.

b) A copy of the Common Criteria Validation Report

c) Documentation showing how the product meets the “Additional Security Requirements”

If the photocopier/MFD proposed does not meet the Security Functional Requirements at the time of initial offer but achieves certification subsequent to Standing Offer issue, the Offeror may submit a request and proof of certification for the additional reduction at any time for updating at the next Refresh Date.

A 2.0    MONOCHROME CATEGOries

A 2.1    ADDITIONAL Mandatory GENERAL Specifications FOR ALL MONOCHROME CATEGORIES

All monochrome photocopiers/MFDs offered must meet or exceed the Mandatory General Specifications listed above as well as the following Mandatory Specifications for Monochrome Categories:

A 2.1.1 All monochrome photocopiers/MFDs offered must have a print resolution of minimum 600 dpi and copy resolution of minimum 600 dpi;

A 2.1.2 All monochrome photocopiers/MFDs offered must be able to produce minimum 256 gray scales;

A 2.1.3 All monochrome photocopiers/MFDs offering PCL drivers must be fully compatible with PCL6 or above. All PostScript emulations (where applicable) must be 100% compatible with Adobe Postscript Level 3 or above. Photocopiers/MFDs must have the provision to switch from PCL to PostScript, if installed, without manual intervention. The method and implementation of such switching must be clearly stated in the product submission and be compatible with typical network operation.

A 2.1.4  Colour photocopiers/MFDs are permitted to be offered into any monochrome sub-category as long the product meets all the specifications of that sub-category. The colour CPC rate must provide good value and be acceptable by PWGSC for the product to be included into the sub-category. Good value for the colour CPC rate will be determined by comparing it with the rates of products in the equivalent colour sub-category.

An Offeror may offer the same product in a monochrome sub-category and a colour sub-category or in two monochrome sub-categories if it meets or exceeds all of the specifications of both sub-categories. However, the same product may not be offered in more than two different sub-categories. Pricing for identical products on the NMSO must be the same.

A 2.2    ADDITIONAL Mandatory Specifications BY SUB-CATEGORY

CATEGORY A: Core Monochrome Photocopiers/MFDs (aggregated)

Sub-Category A1: Monochrome, minimum 30 ppm, to minimum 11 X 17 (tabloid)

            All photocopiers/MFDs offered must:

  1. have a machine rated print speed of minimum 30 ppm at 600 dpi in monochrome;
  2. have a rated volume capacity of minimum 25,000 pages per month;
  3. offer zoom capability of minimum 50% to 200% for walkup copying;
  4. include minimum 32 MB RAM;
  5. have an originals document feeder with a capacity of at least 30 sheets;
  6. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
  7. support standard paper sizes up to a minimum of 11x17 inches;
  8. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
  9. have an output capacity of minimum 500 sheets, separated through either offset stacking or sorting;
  10. have auto-stapling capability with a minimum 30 sheet capacity.
  11. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

Sub-Category A2: Monochrome, minimum 40 ppm, to minimum 11 X 17 (tabloid)

All photocopiers/MFDs offered must:

  1. have a machine rated print speed of minimum 40 ppm at 600 dpi in monochrome;
  2. have a rated volume capacity of minimum 40,000 pages per month;
  3. offer zoom capability of minimum 25% to 400% for walkup copying;
  4. include minimum 96 MB RAM;
  5. must have a hard drive capacity of minimum 5 GB
  6. have an originals document feeder with a capacity of at least 50 sheets;
  7. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
  8. support standard paper sizes up to a minimum of 11 x 17 inches;
  9. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
  10. have an output capacity of minimum 500 sheets, separated through either offset stacking or sorting;
  11. have auto-stapling capability with a minimum 30 sheet capacity.
  12. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

 

Sub-Category A3: Monochrome, minimum 50 ppm, to minimum 11 X 17 (tabloid)

All photocopiers/MFDs offered must:

  1. have a machine rated print speed of minimum 50 ppm at 600 dpi in monochrome;
  2. have a rated volume capacity of minimum 50,000 pages per month;
  3. offer zoom capability of minimum 25% to 400% for walkup copying;
  4. include minimum 96 MB RAM;
  5. must have a hard drive capacity of minimum 5 GB
  6. have an originals document feeder with a capacity of at least 50 sheets;
  7. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1500 sheets, with at least one offering letter size media;
  8. support standard paper sizes up to a minimum of 11 x 17 inches;
  9. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
  10. have an output capacity of minimum 1000 sheets, separated through either offset stacking or sorting;
  11. have auto-stapling capability with a minimum 30 sheet capacity.
  12. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

 

CATEGORY B: Large Volume Monochrome Photocopiers/MFDs (evaluated separately)

Sub-Category B1:  Monochrome, minimum 60 ppm, to minimum 11 X 17 (tabloid)

All photocopiers/MFDs offered must:

    • have a machine rated print speed of minimum 60 ppm at 600 dpi in monochrome;
    • have a rated volume capacity of minimum 60,000 pages per month;
    • offer zoom capability of minimum 25% to 400% for walkup copying;
    • include minimum 128 MB RAM;
    • must have a hard drive capacity of minimum 10 GB
    • have an originals document feeder with a capacity of at least 50 sheets;
    • include minimum 3 paper sources with automatic switching and a total capacity of minimum 1500 sheets, with at least one offering letter size media;
    • support standard paper sizes up to a minimum of 11 x 17 inches;
    • stack bypass or manual feed minimum 50 sheets;
    • be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    • have an output capacity of minimum 1000 sheets, separated through either offset stacking or sorting;
    • have auto-stapling capability with a minimum 50 sheet capacity.
    • must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

     

    Sub-Category B2:  Monochrome, minimum 70 ppm, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 70 ppm at 600 dpi in monochrome;
    2. have a rated volume capacity of minimum 75,000 pages per month;
    3. offer zoom capability of minimum 25% to 400% for walkup copying;
    4. include minimum 128 MB RAM;
    5. must have a hard drive capacity of minimum 10 GB
    6. have an originals document feeder with a capacity of at least 50 sheets;
    7. include minimum 3 paper sources with automatic switching and a total capacity of minimum 3000 sheets, with at least one offering letter size media;
    8. support standard paper sizes up to a minimum of 11 x 17 inches;
    9. stack bypass or manual feed minimum 50 sheets;
    10. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    11. have an output capacity of minimum 1000 sheets, separated through either offset stacking or sorting;
    12. have auto-stapling capability with a minimum 50 sheet capacity.
    13. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

     

    Sub-Category B3:  Monochrome, minimum 80 ppm, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 80 ppm at 600 dpi in monochrome;
    2. have a rated volume capacity of minimum 90,000 pages per month;
    3. offer zoom capability of minimum 25% to 400% for walkup copying;
    4. include minimum 192 MB RAM;
    5. must have a hard drive capacity of minimum 10 GB
    6. have an originals document feeder with a capacity of at least 50 sheets;
    7. include minimum 3 paper sources with automatic switching and a total capacity of minimum 3000 sheets with at least one offering letter size media;
    8. support standard paper sizes up to a minimum of 11 x 17 inches;
    9. stack bypass or manual feed minimum 50 sheets;
    10. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    11. have an output capacity of minimum 2000 sheets, separated through either offset stacking or sorting;
    12. have auto-stapling capability with a minimum 50 sheet capacity.
    13. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

               
    Sub-Category B4:  Monochrome minimum 90 ppm, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 90 ppm at 600 dpi in monochrome;
    2. have a rated volume capacity of minimum 120,000 pages per month;
    3. offer zoom capability of minimum 25% to 400% for walkup copying;
    4. Include minimum 192 MB RAM;
    5. must have a hard drive capacity of minimum 10 GB
    6. have an originals document feeder with a capacity of at least 50 sheets;
    7. include minimum 3 paper sources with automatic switching and a total capacity of minimum 3000 sheets, with at least one offering letter size media;
    8. support standard paper sizes up to a minimum of 11 x 17 inches;
    9. stack bypass or manual feed minimum 50 sheets;
    10. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    11. have an output capacity of minimum 3000 sheets, separated through either offset stacking or sorting;

    Sub-Category C1:  Monochrome, minimum 20 ppm, to minimum letter/legal

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 20 ppm at 600 dpi in monochrome;
    2. have a rated volume capacity of minimum 10,000 pages per month;
    3. offer zoom capability of minimum 50% to 200% for walkup copying;
    4. include minimum 16 MB RAM;
    5. have an originals document feeder with a capacity of at least 30 sheets;
    6. include minimum 2 paper sources with automatic switching and a minimum capacity of minimum 500 sheets, with at least one offering letter size media;
    7. support standard paper sizes up to minimum 8.5 x 14 inches;
    8. be configured with duplex as standard; stackless or with a minimum 20 sheet tray;
    9. have an output capacity of minimum 250 sheets.

     

    Sub-Category C2: Monochrome, minimum 30 ppm, to letter/legal only

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 30 ppm at 600 dpi in monochrome;
    2. have a rated volume capacity of minimum 25,000 pages per month;
    3. offer zoom capability of minimum 50% to 200% for walkup copying;
    4. include minimum 32 MB RAM;
    5. have an originals document feeder with a capacity of at least 30 sheets;
    6. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
    7. support standard paper sizes up to a minimum of 8.5 x 14 inches, but not exceeding this size;
    8. must not support paper size of 11 x 17 inches (tabloid) or larger
    9. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    10. have an output capacity of minimum 500 sheets, separated through either offset stacking or sorting;
    11. have auto-stapling capability with a minimum 25 sheet capacity

     

    Sub-Category C3: Monochrome, minimum 40 ppm, to letter/legal only

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 40 ppm at 600 dpi in monochrome;
    2. have a rated volume capacity of minimum 40,000 pages per month;
    3. offer zoom capability of minimum 50% to 200% for walkup copying;
    4. include minimum 96 MB RAM;
    5. must have a hard drive capacity of minimum 5 GB
    6. have an originals document feeder with a capacity of at least 50 sheets;
    7. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
    8. support standard paper sizes up to a minimum of 8.5 x 14 inches, but not exceeding this size;
    9. must not support paper size of 11 x 17 inches (tabloid) or larger
    10. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    11. have an output capacity of minimum 500 sheets, separated through either offset stacking or sorting;
    12. have auto-stapling capability with a minimum 25 sheet capacity

     

    A 3.0    FULL COLOUR CATEGORIES

    A 3.1    ADDITIONAL Mandatory GENERAL Specifications  FOR ALL COLOUR CATEGORIES

    All colour photocopiers/MFDs offered must meet or exceed the Mandatory General Specifications listed above as well as the Mandatory Specifications for Colour Categories listed below:

    A 3.1.1 All colour photocopiers/MFDs offered must utilize a minimum four colour system process: Cyan, Magenta, Yellow, Black (CMYK);

    A 3.1.2 All colour photocopiers/MFDs must offer the capability of accepting ink/toner replenishment on an individual colour basis;

    A 3.1.3 All PostScript emulations (where applicable) must be 100% compatible with Adobe Postscript Level 3 or above. Photocopiers/MFDs must have the provision to switch from PCL to PostScript, if installed, without manual intervention. The method and implementation of such switching must be clearly stated in the product submission and be compatible with typical network operation.

    A 3.1.4 All colour photocopiers/MFDs must offer PCL drivers must be fully compliant with PCL5c or above.

    A 3.1.5 All colour photocopiers/MFDs must have print and copy resolutions of minimum 600 dpi with minimum 4 bit colour;

    A 3.1.6 All colour photocopiers/MFDs must offer minimum 256 gradations of shade by colour;

    A 3.1.7 All colour photocopiers/MFDs must offer a minimum of 80 fonts;
      
    A 3.1.8 All colour photocopiers/MFDs must offer print drivers or PostScript Printer Descriptions (PPD’s) (if applicable) to control photocopier colour functionality;

    A 3.1.9 All colour photocopiers/MFDs must offer manual or automatic colour calibration;

    A 3.1.10 All colour photocopiers/MFDs must offer abbreviated colour adjustment through photocopier panel and/or software;

    A 3.1.11 DELETED

    A 3.1.12 An Offeror may offer the same product in two colour sub-categories if it meets or exceeds all of the specifications of both sub-categories. However, the same product may not be offered in more than two different sub-categories. Pricing for identical products on the NMSO must be the same.

     

    A 3.2    ADDITIONAL Mandatory Specifications BY SUB-CATEGORY

    CATEGORY D: Core Business Colour Photocopiers/MFDs (evaluated separately)

    Sub-Category D1:  Monochrome Colour Capable, minimum 10 ppm colour, minimum 40 ppm monochrome, to minimum 11x17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 40 ppm at 600 dpi in monochrome;
    2. have a machine rated print speed of minimum 10 ppm in FULL COLOUR;
    3. have a rated volume capacity of minimum 40,000 pages per month;
    4. have an external or embedded print controller with a CPU speed of minimum 200 MHz
    5. offer zoom capability of minimum 25% to 400% for walkup copying;
    6. include minimum 96 MB RAM;
    7. must have a hard drive capacity of minimum 5 GB
    8. have an originals document feeder with a capacity of at least 50 sheets;
    9. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
    10. support standard paper sizes up to a minimum of 11 x 17 inches;
    11. include an additional bypass or manual feed tray;
    12. be configured with duplex as standard; stackless or with a minimum 50 sheet tray;
    13. have an output capacity of minimum 500 sheets, separated through either offset stacking or sorting;
    14. have auto-stapling capability with a minimum 30 sheet capacity.
    15. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

     

    Sub-Category D2: Business Colour, minimum 20 ppm colour, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 20 ppm in FULL COLOUR;
    2. have a rated volume capacity of minimum 15,000 pages per month;
    3. have an external or embedded print controller with a CPU speed of minimum 200 MHz;
    4. include minimum 128 MB RAM;
    5. include a method of memory compression;
    6. offer zoom capability of minimum 25% to 400% for walkup copying;
    7. include an originals document feeder with a capacity of at least 30 pages;
    8. include minimum 2 paper sources with automatic switching and a total capacity of minimum 500 sheets, with at least one offering letter size media;
    9. support standard paper sizes up to 11 x 17 inches;
    10. include an additional bypass or manual feed tray;
    11. be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;
    12. have an output capacity of minimum 250 sheets, separated through either offset stacking or sorting;
    13. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.
    14. have auto-stapling with capability with a minimum 30 sheet capacity.

     

    Sub-Category D3: Business Colour, minimum 30 ppm colour, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 30 ppm in FULL COLOUR;
    2. have a rated volume capacity of minimum 20,000 pages per month;
    3. have an external or embedded print controller with a CPU speed of minimum 433 MHz;
    4. include minimum 256 MB RAM;
    5. include a method of memory compression;
    6. must have a hard drive capacity of  minimum 4 GB;
    7. offer zoom capability of minimum 25% to 400% for walkup copying;
    8. have an originals document feeder with a capacity of at least 30 pages;
    9. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
    10. support standard paper sizes up to 11 x 17 inches;
    11. Include an additional bypass or manual feed tray;
    12. be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;

    Sub-Category D4: Business Colour, minimum 40 ppm colour, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 40 ppm in FULL COLOUR;
    2. have a rated volume capacity of minimum 25,000 pages per month;
    3. have an external or embedded print controller with a CPU speed of minimum 800 MHz, or dual 400 MHz controllers;
    4. include minimum 512 MB RAM;
    5. include a method of memory compression;
    6. must have a minimum hard drive capacity of  minimum 40 GB;
    7. offer zoom capability of minimum 25% to 400% for walkup copying;
    8. have an originals document feeder with a capacity of at least 50 pages;
    9. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
    10. support standard paper sizes up to 11 x 17 inches;
    11. Include an additional bypass or manual feed tray;
    12. be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;
    13. have an output capacity of minimum 1000 sheets, separated through either offset stacking or sorting;
    14. have auto-stapling capability with a minimum 30 sheet capacity.
    15. must have 11x17 copying capability from the platen and the document feeder, as well as 11x17 printing capability.

     

    Sub-Category D5: Business Colour, minimum 50 ppm colour, to minimum 11 X 17 (tabloid)

    All photocopiers/MFDs offered must:

    2. have a rated volume capacity of minimum 30,000 pages per month;
    3. have an external or embedded print controller with a CPU speed of minimum 1 GHz, or dual 500 MHz controllers;
    4. include minimum 512 MB RAM;
    5. include a method of memory compression;
    6. must have a minimum hard drive capacity of  minimum 40 GB;
    7. offer zoom capability of minimum 25% to 400% for walkup copying;
    8. have an originals document feeder with a capacity of at least 50 pages;
    9. include minimum 3 paper sources with automatic switching and a total capacity of minimum 1500 sheets, with at least one offering letter size media;
    10. support standard paper sizes up to 11 x 17 inches;
    11. Include an additional bypass or manual feed tray;
    12. be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;
    13. have an output capacity of minimum 1000 sheets, separated through either offset stacking or sorting;

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 10 ppm in FULL COLOUR;
    2. have a rated volume capacity of minimum 7,000 pages per month;
    3. have an external or embedded print controller with a CPU speed of minimum 200 MHz;
    4. include minimum 64 MB RAM;
    5. include a method of memory compression;
    6. offer zoom capability of minimum 50% to 200% for walkup copying;
    7. include an originals document feeder with a capacity of at least 30 pages;
    8. include minimum 2 paper sources with automatic switching and a minimum total capacity of minimum 500 sheets, with at least one offering letter size media;
    9. support standard paper sizes up to a minimum of 8.5 x 14 inches;
    10. Include an additional bypass or manual feed tray;
    11. be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;
    12. have an output capacity of minimum 250 sheets, separated through either offset stacking or sorting;

     

    Sub-Category E2: Business Colour, minimum 20 ppm colour, to letter/legal only

    All photocopiers/MFDs offered must:

    1. have a machine rated print speed of minimum 20 ppm in FULL COLOUR;
    2. have a rated volume capacity of minimum 10,000 pages per month;
    3. have an external or embedded print controller with a CPU speed of minimum 200 MHz;
    4. include minimum 128 MB RAM;
    5. include a method of memory compression;
    6. offer zoom capability of minimum 50% to 200% for walkup copying;
    7. include an originals document feeder with a capacity of at least 30 pages;
    8. include minimum 2 paper sources with automatic switching and a total capacity of minimum 500 sheets, with at least one offering letter size media;
    9. support standard paper sizes up to a minimum of 8.5 x 14 inches, but not exceeding this size;
    10. must not support paper size of 11 x 17 inches (tabloid) or larger
    11. include an additional bypass or manual feed tray;
    12. be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;
    13. have an output capacity of minimum 250 sheets, separated through either offset stacking or sorting;

     

    Sub-Category E3: Business Colour, minimum 30 ppm colour, to letter/legal only

    All photocopiers/MFDs offered must:

      • have a machine rated print speed of minimum 30 ppm in FULL COLOUR;
      • have a rated volume capacity of minimum 20,000 pages per month;
      • have an external or embedded print controller with a CPU speed of minimum 433 MHz;
      • include minimum 256 MB RAM;
      • include a method of memory compression;
      • must have a hard drive capacity of  minimum 4 GB;
      • offer zoom capability of minimum 50% to 200% for walkup copying;
      • have an originals document feeder with a capacity of at least 30 pages;
      • include minimum 3 paper sources with automatic switching and a total capacity of minimum 1000 sheets, with at least one offering letter size media;
      • support standard paper sizes up to a minimum of 8.5 x 14 inches, but not exceeding this size;
      • must not support paper size of 11 x 17 inches (tabloid) or larger
      • Include an additional bypass or manual feed tray;
      • be configured with automatic duplex as standard; stackless or with a minimum 50 sheet tray;
        • have an output capacity of minimum 500 sheets, separated through either offset stacking or sorting;
        • have auto-stapling capability with a minimum 25 sheet capacity

       

      A 4.0    EQUIPMENT SUPPLIED

      A 4.1    Material Supplied
      The proposed new photocopier(s)/MFD(s) and all Additional or Reconfiguration Equipment must be off-the-shelf in that each product must be composed of standard equipment requiring no further research or development and must be in current production and conform to the current issue of the applicable specification and/or part number of the Original Equipment Manufacturer.

      Other than Renewal Equipment, all equipment must be new, in that it must not be refurbished equipment and in that all photocopier(s)/MFD(s) and all additional equipment must be of current manufacture. All parts supplied by the Offeror in performing the maintenance services must be new or of substantially equal quality.

      Recognizing that parts and reconfiguration equipment for renewal equipment may not always be available for the full life of a discontinued model, these items must be new or of substantially equal quality. Purchased reconfiguration equipment for renewal photocopiers/MFDs must have a minimum one year warranty whether new or refurbished.

      Any applicable software must be the current release, unless otherwise specified, in general use and require no further research and development to meet this specification.  The software must be supported by, and fully compatible with, the hardware up to the limit of hardware expansion capability. All photocopier/MFD software must be completely integrated and fully interfaced to the
      Hardware.

      A 4.2    Labeling of Supplies
      It will be the responsibility of the Offeror to ensure that the smallest unit container of supplies (ink, toner and/or developer) is labeled to show the Offeror's name, the production batch number and any other information which may be required in order to identify supply quality related problems and to ensure expedient resolution of quality complaints.

      A 4.3   User Manuals
      User manuals must be available for all photocopiers/MFDs in both Official Languages. The Offeror must provide one complete set of applicable user manuals (bilingual (English/French), or unilingual English or French) for each photocopier/MFD shipped under any resulting Standing Offer.  It is the responsibility of the Offeror or its Authorized Agent(s) to determine the language requirements for user manuals to be provided against each Call-up. In the event that the Offeror or its Authorized Agent(s) should fail to correctly provide user manuals in the language(s) of the Identified User's choice, the Offeror must exchange any shrink wrapped manuals for copies in the other language at no cost to the Identified User or to Canada. User manuals may be supplied on electronic media (CD or DVD, or by means of a website) if this agreed upon in writing by the Identified User.

      A 4.4    Official Languages Requirement
      The resulting Standing Offer will be used in both Official Languages and it is therefore requested that all terminology, machine labels, operating and safety instructions be bilingual. For photocopier/MFD menus, it must be possible to change from one Official Language to the other using a simple and well-documented procedure.

      A 4.5    Certification of Electrical Equipment
      All electrical equipment supplied under the Standing Offer must be certified or approved for use in accordance with the Canadian Electrical Code, Part 1, prior to delivery to the bench test site, by an agency accredited by the Standards Council of Canada.

      A 4.6   ISO 9001:2000 Quality Management Systems
      The Offeror (or its Original Equipment Manufacturer) must be registered under ISO 9001:2000 from a nationally accredited registrar under the ISO 9001 Program for the manufacturing facility where the specific photocopiers/MFDs being offered as part of this Standing Offer are manufactured.

      A 4.7    Environmental Programs in Place

                  A 4.7.1 The following Environmental Programs are mandatory:

      a) ISO 14001 Certification
      The Offeror (or its Original Equipment Manufacturer) must be registered under ISO 14001 from a nationally accredited registrar under the ISO 14001 Program for the manufacturing facility where the specific photocopiers/MFDs being offered as part of this Standing Offer are manufactured.

      b) Consumables Container Recycling Program
      The Offeror must currently promote recycling through an established and ongoing consumables container recycling program as per the following:

      1.  
      2.  For all locations in Canada covered by this NMSO where consumables containers cannot be recycled through local “blue-box” recycling programs, the Offeror must provide its own consumables recycling program by either:
      3.  
                1. providing prepaid, postage-return packaging with the consumable when it is originally delivered, or available for download from the manufacturer’s website; OR
      4.                
                1. picking up used consumables containers at no charge.
      5.       
      6. c) Hardware Take-Back and Recycling Program

      The Offeror must currently promote recycling through an established and ongoing Hardware Take-Back and Recycling Program as per the following:

      1.  
                1. The Contractor must control electronic waste through the establishment of an ongoing hardware take-back and recycling program.
      2.                
                1. At the end of any lease, the Contractor must take back any leased products supplied under any Call-ups at no charge.
      3.                
                1. The Contractor must recycle or dispose of all equipment taken back in an environmentally sensitive manner. At a minimum, the recycling of equipment should involve material recovery and metals recovery processes. Facilities used to process end of life electronics must meet all applicable health, safety, environment, transport and export regulations. Facilities must possess all required permits and appropriate insurance.
      4.                
      5.                 Acceptable processes include manual dismantling and sorting into major material categories (non-hazardous materials, electronic scrap materials, and hazardous materials) and mechanical processing for dismantling and/or material separation, with provision of dust collection and operator risk assessments and protection.
      6.                
      7.                 Major Material categories are defined as follows:
      8.                
      9.                 i) Non-Hazardous Materials include ferrous metal, non-ferrous metal, other metals (brass, bronze, metal fines), plastics, wood, and glass (non-leaded).
      10.                
      11.                 ii) Electronic Scrap Materials include cables and wires, printed circuit boards (high, medium and low grade), components, including hard drives, chips and other electronic components.
      12.                
      13.                 iii) Hazardous Materials include cathode ray tubes (CRT), CRT frit, leaded plasma display glass and other leaded glass, rechargeable batteries, non-rechargeable batteries, including alkaline, lead acid, and coin cell batteries on circuit boards, mercury bearing lamps and switches, components containing polychlorinated biphenyls, Ink and toner cartridges.
      14.                
      15.                 Electronic scrap materials and hazardous materials:
      16.                
      17.                 - may not be landfilled, exported to non-OECD or non-EU member countries, or processed with the use of prison labour.
      18.                
      19.                 - exporting of these materials must be done in compliance to the Export and Import of
      20.                 Hazardous Waste and Hazardous Recyclable Material Regulation (EIHWHRMR).
      21.                
                1. In the event that it is determined by Canada that an Offeror is refusing to take back product or not recycling that product in accordance with the minimum requirements of the standing offer, Canada will arrange to have the subject material recovered and disposed off appropriately at the cost of the Offeror. In addition, the Offeror will have their standing offer deauthorized and will be excluded from holding a similar standing offer with Canada for a minimum of one year from the date of determination.
      22.       

      d) Packaging Recycling
      The Offeror must currently promote recycling through an established and ongoing packaging recycling program as per the following:

                1. All materials in which the Products are packaged and shipped must be recyclable.
      1.      
                1. The Offeror must take back all packaging from the Identified User’s site at the time of product installation.
      2.      
                1. The Contractor must reuse, recycle or dispose of all packaging materials removed from Products delivered under any Call-up in an environmentally sensitive manner.

       

      e) Energy Star Registration
      The Offeror's product must be Energy Star qualified at the time of product acceptance. The vendor must Ship all products with the Energy Star low-power feature activated or enabled. This eliminates the need for users to configure the power-management feature after delivery and helps to ensure that they use the energy-saving feature.

      A 4.7.2 The following Environmental Program is an optional requirement for which the Offeror will receive an Evaluation Reduction of 3% against the evaluated price as well as mention on the IPMG web site.

      (a) Third Party Environmental Performance Labeling (3%)
      The photocopier/MFD must be approved for Environmental Ecolabeling Certification.  Acceptable programs are those that conform to ISO 14024 : 1999, Environmental labels and declarations, Type I environmental labeling and are recognized by the Global Ecolabeling Network (GEN)

      If the photocopier/MFD proposed does not have Environmental Ecolabeling Certification at time of initial offer but achieves certification subsequent to Standing Offer issue, the Offeror may submit a request and proof of certification for the additional reduction at any pricing refresh period.

      A 5.0    Deconfiguration AND RECONFIGURATION

      A 5.1    Deconfiguration of Equipment
      Where the Identified User will be allowed to deconfigure from the NMSO photocopier/MFD Configuration to call up an unconnected photocopier only device or equipment with different options, the configuration has been broken out to indicate the part numbers and rates for each modular piece included in with the sum of the parts equaling the total Base FMR for the model quoted. These broken out rates must be identical to the rates quoted in the Additional/Reconfiguration Equipment - Purchase or Lease section of Annex D, where they must be available for reconfiguration.

      The Offeror is not required to quote Breakout pricing but must not supply less than the NMSO photocopier/MFD Configuration for any Call-up against any resulting Standing Offer unless the rates are broken out in their offer.

      A 5.1.1 Hard Drives
      Where the hard drive of a photocopier is removable and to enable Identified Users with security concerns to request the removal of the hard drive at the end of their lease, Offerors must break out the hard drive in the Deconfigured Pricing and have it available as a Purchase Priced option in the Additional/Reconfiguration Equipment listings. The purchase price must include all services costs to remove the hard drive at the end of the lease, if applicable.

      While it is not required that the Hard Drive be removable or that the Offeror quote a price for removal and purchase, Identified Users may use this factor to determine whether or not the photocopier/MFD meets their functional security requirements in determination of their Best Value.

      A 5.2    Reconfiguration of Equipment
      Modular equipment added to form the NMSO Configuration as per the specifications of the sub-category and broken out in the Breakout for Unconnected or Deconfigured Lease rates of the NMSO Configuration must also be quoted the Additional Equipment - Purchase or Lease section of Annex D to allow the Identified User to reconfigure the installed photocopier/MFD at a later date.  The Fixed Monthly Rates for Reconfiguration Equipment must be the same as the FMR broken out in the NMSO Configuration. However, Professional Services charges may apply for the field reconfiguration of any equipment as per Article A 5.6, following. A purchase price may also be quoted for Reconfiguration Equipment.

      A 5.3    Additional Equipment - Purchase or Lease
      The Offeror may offer additional equipment other than that required by the specifications, which attaches directly to or is used by the new photocopier/MFD offered. The Offeror must offer this equipment at the Fixed Monthly Rates quoted in Annex C. Purchase pricing may also be offered but is not required. Where the Offeror can present adequate justification (third party software licensing, etc.), Additional Equipment may be quoted with purchase prices only.  When purchase prices only are quoted, the Offeror may not supply this equipment or software on a lease basis as part of any Call-up.

      Pricing quoted for these options does not form part of the Evaluated Cost in the evaluation, although Canada reserves the right to perform a pricing audit on any optional equipment and to reject any equipment that do not meet the criteria of Good Value to Canada or for which there is not an acceptable reason for quoting purchase prices only.

      Offerors are not permitted to offer additional print controllers for the reconfiguration of NMSO offered equipment.

      The Offeror may apply to add Additional Equipment at any time during the Standing Offer period for inclusion during the following Refresh Date, but agrees that no Additional Equipment will be shipped until formally authorized by the PWGSC Standing Offer Authority in writing.

      A 5.4    Call-up of Reconfiguration or Additional Equipment
      Reconfiguration and Additional Equipment may be called up from the Standing Offer at any time for installation on the installed new or renewal photocopier(s)/MFD(s). This equipment may be purchased outright if the Offeror has quoted a purchase price in Annex D or DR of their Standing Offer or the equipment may be leased at the rates quoted in Annex D or DR. 

      Deconfiguration/Reconfiguration Equipment quoted (or equal) must be available for Call-up during the full Period of the Standing Offer.

      All Additional Equipment that is purchased must include a minimum one year on-site warranty and will be installed by the Offeror and removed by the Offeror at the end of the Commitment Period of the photocopier/MFD onto which it is installed. It will remain the property of the Identified User.

      The Commitment Period for the lease of Additional or Reconfiguration Equipment must not extend past the Commitment Period of the new or renewal photocopier/MFD to which it will be attached and this Commitment Period may be extended in the same ways as that of the photocopier/MFD (Part 6 B 5.2). Termination Fees may be applicable if Additional or Reconfiguration Equipment is removed before the end of the Commitment Period as per Part 6 B 5.4.

      A 5.5    Call-up of Reconfiguration or Additional Equipment in Nonstandard Commitment Periods
      For periods other than the stated Commitment Periods, the Offeror may negotiate with the Identified User to determine the most advantageous rate to Canada. At no time will the rate for the Reconfiguration or Upgrade Equipment exceed the rate of the nearest full Commitment Period for the equipment.

      A 5.6    Professional Services for Field Installed Additional and Reconfiguration Equipment
      When Reconfiguration Equipment is subsequently added back to the installed configuration or when Additional Equipment is installed subsequent to the initial Call-up (“field installation”), or when Reconfiguration Equipment is added to a Renewal photocopier/MFD, the Offeror will have the right to add an additional charge equaling up to one (1) hour of  Installation and/or Configuration, one (1) hour of Systems Integration and two (2) hours of User Training to the Call-up at the rates quoted in the Professional Services section of Annex D.

      Any additional Professional Services must be listed on the Call-up document for the Additional or Reconfiguration Equipment. Additional Professional Services must not be provided without the written permission of the Identified User.

      Rates quoted for these professional services do not form part of the Evaluated Cost in the evaluation, although Canada reserves the right to perform a pricing audit on any professional services rates and to reject any professional services rates that do not meet the criteria of Good Value to Canada.
